Preforming good in PVE is not just about gear, it is also important that you choose the right spec, that you are using the best spell rotation and that you gem and enchant your gear correctly.
For talent spec, i recommend using Affliction as it is the best raid spec. You do good DPS and it has some talents which increases your hit rating.
Your main priority for gems and enchants should be to reach your hit cap. This is easily done with taking the gear i have added, enchant Gloves and Boots with hit rating, throw in 1-2 16+ hit rating gems and put talents in for increases hit rating. The rest of your gems and enchants should be for Spell power. I recommend reading around on the nett for good talent specs and spell rotations.

Thank you for reading and good luck raiding.
