I am lvl 43, stuck at

I am lvl 43, stuck at tailoring with 300/300, can you specify what level you need to be to train in everything? Also, I am very confused. I have a recipe I bought from Shat to make Moon Cloth bags, but I did not see the recipe for moon cloth. They have primal moon cloth. Someone told be it's as simple as this to go to winterspring to buy it. Someone else told me I need to port to Dalaran to train more and do a quest. And someone else told me to go to Northrend. I just want to get the moon cloth recipe and hopefully level tailoring past 300. Please help me, and tell me specifically where in these places I might find what I need.

Well I don't know anything about tailoring specifically, but I do know that you'll need to go to Outland to get training for any profession past 300, and then to Northrend for training past 375.

I can't help with the mooncloth questions, sorry.
