Think you got the place where Balai Lok'Wein lives wrong mate. EXPERT book vendor.
Mighta been moved due to a patch though.

Now she lives in Dustwallow Marsh, across from the cave behind some ogres.

Would like to add, that it makes lot better sense to go and buy the book yourself instead of buying from the AH, complete waste of money why buy a book for 4g+ in the AH when it cost only a 1g and a little of your time.
